that the bus regularly went pass without stopping ,even though they
were less than half full.」という前文がありましてthemは当局にクレーム
を付けた人達のことを指すと思います。
私は１行目のcertainlyとdidを強調と捉えて、「彼らを説得するどころかむしろ
官僚主義的論理の勝利を意味していた。」と訳してみましたがどうでしょうか？
でもsoraさんの英語力と国語表現力はすごいです☆
